Thank you. I use muse 2.2.0 without Axis2, so no Axis2 service.xml involved. 
These two war files just minor-modified copies 
of the wsn-producer sample application in muse 2.2.0 binary release, the 
structure is identical with the sample.

How do your two service.xml files look like? My guess would be that the problem 
is from there. You can find them in web-inf/services/muse/meta-inf.
