Your problem is that you installed Anaconda (a Python distribution) and it comes with its own version of GCC. Relative paths are probably now seen from this GCC point of view, not Dev-Cpp's GCC. You can either try to fix your system PATH variable or pass the full path to the -I and -L options in GCC.
