Informally speaking, given two points between which to interpolate, you are left with two degrees of freedom to define a cubic (spline) interpolating function. Among all the possibilities, if you impose continuity of the third derivatives between different splines for each segment (as you go through samples), what you get are so-called "not-a-knot" splines.
