No, the final decision was to have:

On recording: The featured artist properly credited as an artist
credit with the feat. join string.
So X (feat.Y) by Z becomes X by Z feat. Y
On tracklistings: Retain the previous feat. style for now to retain
backwards compatibility. ws/1 (the old web service layer from pre-NGS
still used by most clients) exposes the artist name at track level,
not recording level.  So recording level changes won't affect ws/1 but
track level changes will, and use of feat. artist credits there would
cause the creation of new pseudo-feat. artists for external data
users, exactly what feat. artist style tried to avoid.

The intention is to eventually follow the cover at tracklist level and
have artist credits where appropriate, but at present this would mess
up ws/1 users who haven't yet adapted to NGS, a change which is still
under a month old.
