Certainly it can be the case that only some releases include whatever is included. An example I have is http://musicbrainz.org/release-group/ac1af719-8ec5-4e1d-b0ae-66db5f74e500 where one release in this release group include a bonus cd with six tracks which is also available as its own RG http://musicbrainz.org/release-group/5701f243-5b14-4379-9773-096b992d9252 .
