To answer Perry's specific question "And then what do I say when said band approaches me for a gig? "Gee, I'd like to, but the board said don't hire you"? Just ignore their email? Is there anything I can do that will avoid generating hard feelings?"
As I outlined in my previous response, I think it is important to have a process. This allows you to explain how and why the band is not being booked, thus avoiding the emotional part of the discussion. If your process has a mechanism for the band to be re-instated then that will also reduce tensions and let them know what they need to do to get booked again.
