#3505: Pressing 'c' in index doesn't cicle through folders with old email?

I'm not sure if this is a bug or not, but when pressing 'c' in index, Mutt
cycles through folders with new email only. I think it should go to
folders with old (unread) email after there isn't any new mail in any
folder.
