#3657: Use of stdbool.h requires C99

mutt 1.5.22 uses stdbool.h which requires the setting of -xc99=all for
some compilers like Sun Studio 12. The autoconf-directive
AC_CHECK_HEADER_STDBOOL could be used to autodetect this.
