Make sure you don't have the FreeBSD quoting patch applied - that will
route replies to the text handler.  Perhaps try against a clean hg tip?

Otherwise, just "set reflow_space_quotes" in your muttrc and view a
flowed email (such as
<[email protected]> on this
list).  For me, I'm seeing a difference...
