As Bo Yu suggests, it's as simple as editing a text file (there are GUI
tools available).

The "easiest" way is to download the source, copy our file into place
(po/de.po), configure the source as if you were going to do a build,
then run "make -C po update-po".
This will sync the translation.
Then you can look for any missing or fuzzy translations.
