 I'm looking a bit more into this, and it appears to be deliberate: the
 decryption/verification routines for inline PGP also hard code the
 resulting type to format=fixed.

 After some more research, I believe this is because there are strange
 interactions between format=flowed and inline PGP, which the RFC notes:
   https://tools.ietf.org/html/rfc3676#section-4.6
 and ends noting the combined use is strongly discouraged.

 I think Mutt should warn about this, so you know the result won't be
 flowed, but I believe preserving the format=flowed would open up a can of
 worms.
