that's just weird. quick googling didn't yield anything useful, so i
asked a chatbot [1]. nothing definite, either, but lots of leads to
check. i'd start with checking what a vt does (note that vts nowadays
also load xkb keymaps).

(I don't have backspace and delete swapped with my Xmodmap file, and
there is no system Xmodmap file.)
xmodmap has been obsolete for some 2+ decades.
