There is some (even tight) relation in between netnews and email, and there References: is .. references, it (5536) say A "followup" is an article containing a response to the contents of an earlier article, its "precursor". Every followup includes a "References" header field identifying that precursor (but note that non-followup articles may also use a References header field). So here we have an official use cases for "non-replies" in the mindset of the IETF. The email side has nothing to do with "invention", but rather the opposite, with "mutilation" even.
