You are correct (I came a bit closer to it in an example lower in
the message than these, but, my sleep-deprived brain kind of "missed"
the right pieces of it).

...these were only simple examples written to illustrate my point
and problems rather than me entering cases that are, overall, pretty
identical to this but far-too-weird to even bother including here.
(ie. I was trying to be concise and simple (apparent root of the
problem) than simply dumping all applicable pieces of my muttrc file
and expecting someone here to help me debug it -- I <did> try my tired
hand at it, in short and that's the simplest example I could come up
with to demonstrate the problem I was having with Mutt).
