Mutt should only report new mail if the "modified" time is later than
the "accessed" time.

I have heard a problem reported on this list before, that some MDA's
leave the mailbox in such a state that the "modified" and "accessed"
times end up EQUAL.  Mutt is not sure what to make of this:  Did the
user read the folder at the same time it was changed?  Probably not... 
So Mutt reports new mail in this case.
