Ok, so how about giving me a hint where to look on how to fix this?  The
manual doesn't really say much about locale or how it should be set.  I
don't even know what a locale is supposed to do.  In one place it talks
about how strftime(3) is formatted (which doesn't seem to have anything to
do with this problem).  I don't see anything about what characters will be
represented.
