I was hunting around for this last night, but where do can you specify 
your character set for a "quoting reply"

of instance

    blah blah said:
& lakdjfslakdjf
& kjad;slfjaklsdjf
& kajds;lfkjasldkfj

^-----------> this being the "quoting reply character"
