I could be wrong, I believe you want (untested):

save-hook '~s fm-news' =freshmeat_list

That suggests it isn't matching your save-hook at all.  Notice that
the username in the reply-to field is "noreply".  Mutt uses that by
default when you hit save if it doesn't find a matching save-hook.
