Yes, it is; the 's' in the execute slot of the group trio means to set
the group ID upon execution.

They should probably be something like 660 or 620, so that you (owner)
have read and write permission and the mail program (group) has write
permission, and everyone else has no permission.  If it were 660 (group
has read and write) then your user now in the "mail" group would be able
to read everyone's mail!
