Whatever happened to MIME?

Hello,

lately it seems outgoing messages aren't MIME encoded; resulting in 8
bit characters being sent un-encoded. It *might* be a result of me
upgrading mutt to the lastest version. I'm  not sure when this started.

What would cause mutt not to use quoted-printable MIME encoding?
