The trouble is that send-hook can only look at the message that's about to be sent, not its "parent". After a web trawl, it looks like the patch described in the second half of this mail http://www.ultraviolet.org/mail-archives/mutt-users.2001/2406.html may be what I'm after. I'll give it a go soon.
