I did:

export LANG="id"
export LC_CTYPE="id"
export LC_ALL="id"
export LANGUAGE="id"

and I don't have any locale variable in .muttrc.
Do you have Indonesian message file for mutt?

/usr/share/locale/id/LC_MESSAGES/mutt.mo
