I don't think you can do that.

It depends on how you invoked the query command.  If you got to the
query menu from the "To:" or "Cc:" prompt by typing '^T', just tag the
addresses you want ('t') and then hit <Enter>.  The addresses you tagged
will be added to the list of To or Cc addresses.  If you got to the
query by typing 'Q' from the index menu, again tag the addresses you
want but this time start a new message to these addressees by typing
';m'.  (';<Enter>' seems to work in that case, too.)
