I recognize that, but of course that just opens up more complex
possibilities, such as differences between library versions, the
potential for a Debian-specific patch/hack in the Debian package, that
sort of thing.

Why would you set TERM to "screen"? Most modern versions of ncurses
(including the one on my Debian oldstable system) have a "putty"
termcap. My Debian system also has "putty-256color". The "screen"
setting is designed for the "screen" program, and very likely does the
wrong thing for your terminal in lots of places.
Indeed, according to infocmp, "screen" and "putty" on my Debian system
have slightly different ascs settings (aka "ACS Characters"). I don't
know if the difference is significant, though.
