How do I avoid encoding issues?

The mail that sent thuis form correctly specified the following 
headers under the boundry line:

--001485f87ed653be3e04875459c4
Content-Type: text/html; charset=ISO-8859-1
Content-Transfer-Encoding: quoted-printable
