I never liked this hack, even when I used Emacs packages to send mail.
TBH, I don't understand why it was ever done this way.

This was perhaps the main reason why, now that I use (neo)mutt for
mail but still Emacs as my editor, I wrote my own tiny but useful
mode.  Because mutt pre-fills the headers before calling the editor, a
lot of the functionality in the stock Emacs composer is redundant
anyway, and mine focuses on formatting the body, including quotes.
