Russ, Just went through this exact scenerio with the same MediaMVP on an existing Debian set-up. You'll need to drop the / from /dongle.bin in your dnsmasq.conf dhcp-options sections. It should just read ,dongle.bin because it's sitting in the root of your tftpboot directory.
Also, if you're running a firewall, you'll need to make sure ports 67 & 68 are open to local traffic and that you have rules allowing dhcp traffic to and from local as well. The latter will vary depending on which firewall you're running.
