mvpserver can do it because it understands the protocol.

As for standard software it depends on revision.  The older models
need to reply to a bootp request on 16867 and also tftp on port 69 to
serve the dongle.bin and dongle.bin.config file.

The newer revision h's models don't just netboot, so non-standard
software is required.  If you don't want to use mvpserver,  one small
piece of it, mvprelay  is available in the mvpmc repo and you can
compile and run it to deal with the Hauppauge protocol to locate the
server. Then you would setup a tftp server on port 16869 to serve
dongle.bin and dongle.bin.ver

To get the dongle.bin.config file to a rev H without dhcp you either
serve it from a tftp server listening on port 69 or from a cifs share
named mvpmc, both of these on your mvpserver/mvprelay box.
