afaik they aren't the same. The ver file contains the version of the
dongle. You can create the version from the dongle by using:

dd if=/tftpboot/dongle.bin.mvpmc of=/tftpboot/dongle.bin.mvpmc.ver
bs=1 count=40 skip=52
