In your DHCP config you need to define the TFTP server as NEXT-SERVER.
Without the boot process assume the DHCP server is also the TFTP server.
This is how the boot process of DHCP + TFTP is defined in the standards.
But the way you describe thing it seems your server is at fault as it
still tries to be a TFTP server when you think it is not.
