If all the machines in question have the same netmask, and the same IP 
address prefix (where the length of the prefix is determined by the 
netmask), then they're on the same subnet.

With respect to broadcast packets, it may also be necessary that all the 
machines are on the same Ethernet segment - connected together via a 
switch or hub, rather than a router.

(A broadband router with a built-in switch is considered a switch in 
this context as long as all the machines are on the LAN side of the switch.)

So if you have a bunch of machines attached to a switch with addresses 
like 192.16.0.X and a netmask of 255.255.255.0, then X can be 0 to 255 
and considered to be part of the same subnet.
