When playing back video via MythTV (0.20+) recorded from a Hauppauge PVR
card, I get exaggerated jumps on occasion. I've never seen it when
jumping back. And it doesn't go beyond the end of the file. Instead of
jumping forward by 30 seconds, it'll jump forward by maybe 10 minutes.

This is reflected in the progress bar on the OSD. I have a suspicion it
is caused by a back-end bug. I seem to recall reading something about it
in a change log.

Lately I've been seeing somewhat frequent (maybe 5% of the time) stalls
when jumping forward near the end of a recording. Once this happens a
power cycle (soft reboot) seems to be the only way to recover. It seems
to be specific to certain recordings, and is repeatable. Using FF
instead of a jump is one workaround.

And unrelated to the OP's issues...

Likewise. The behavior strikes me as odd, given that there is a
dedicated back/exit key for that purpose. I con only speculate it was
done that way because maybe the old remotes didn't have a back/exit key?

Try hitting the record button. A tad more convenient. Though I've found
you typically have to hit the button 3 or 4 times in quick succession
for it to have any effect.
