I presume you consulted:

The "net:MVP" portion of the dhcp-boot line must be optional, as I don't 
have it my setup. My MVPs are the only thing that uses BOOTP, and they 
all use the same settings. The relevant lines from my Dnsmasq config 
looks like:

# Set the NTP time server address to be the same machine as
# is running dnsmasq
dhcp-option=42,0.0.0.0

dhcp-boot=dongle.bin,mythtv,192.168.0.203
dhcp-host=00:0d:fe:0c:01:28,mvp1,infinite
dhcp-host=00:0d:fe:0c:89:a2,mvp2,infinite


Are you sure you have the MVP's MAC address correct? Have you examined 
the Dnsmasq logs?
