No, it is added to the mvpmc command line found in the optional 
dongle.config startup script, which resides on your TFTP server, but is 
retrieved and executed by the MVP.

Take a look at the relevant dongle.config pages on the wiki. They 
explain what it is used for, how to supply it to the MVP, and give 
several examples of the contents. See also the wiki page on the command 
line options.

No, it is a file you create. In general, it is optional, and customized 
for the particular user's needs.

But if you're new to mvpmc, why are you running 'make mvp'? The project 
provides ready to use binary dongles.

You're saying when you select the menus "Settings | VLC Streaming | VLC 
Server IP" you see the IP address of your server running VLC?

If so, then it sounds like you don't need to bother with a dongle.config 
file.

If you have any doubt about the firewall settings, try connecting to 
those ports using telnet (at least some of them should accept a TCP 
connection) on another machine. Try connecting to your VLC server using 
VLC as a client on another machine.

Ideally you should try some of these from the command line on the MVP, 
but it lacks a telnet client and I don't think there is any way you can 
directly try out VLC from the MVP's command line. You can, however, kill 
the running mvpmc, and restart it using the --vlc option, if you want to 
try that out before you create and install a dongle.config file.
