responds to a ping. However, any attempt to telnet (from a windows
client) fails with a timeout. I checked the router's logs and I can see
the device constantly renewing its lease. (I removed the MAC address
from the snippet below, but the original log lists the right MAC).

It either blinks twice (2 seconds between each blink) or once, and then
another 6 seconds before the next blink.

a Windows setup. However, most of the Linux documentation on the site
seems to refer to a DHCP server running on a linux host, and handing out
an IP, along with other options to the device. I am willing to setup a
DHCP server on my linux machine, but I would rather hand out the DHCP
via my router instead. Is that possible?

I think you are missing something. Did you know the MediaMVP box does
not contain any application programming? The programming it does contain
doesn't do much past booting up the box and and asking for application
code from the serving computer. You might be able to hand out the IP
w/the router box. But, you will need a computer to hand out the
application dongle. This is true if you stick with the original
happauge software or migrate to using the code at mvpmc.org.

...hope that clears things up a bit.
