Ctrl+A is reserved. Ctrl+Shift+A shouldn't be a problem. If it's appearing in your existing hotkeys already then clear or re-assign. Make sure in the Manage Flags dialogue box that you have the required flag selected, that you have clicked in the hotkey box and that you press Ctrl+Shift+A simultaneously.
