Hi Richard, on all versions tasks with sub-tasks don not become active 
until the sub-tasks are complete.  The logic being until you have completed 
the sub-tasks, your not able to work on the lead task...

Take a look at the manual.  It may just be a way of thinking about it you 
need to get used to.
