To set a recurrence, you have to have something that has both a start and a 
due date.  In your example, the due date would be the 13th of each month (I 
added 25 to 18 and ignored months with 31).  You can set the start date to 
a reasonable amount ahead of that (such as 25 days lead time).  Please let 
me know if that didn't clear it up.
