Hi, Steve. I don’t know much but I'll tell you what I know.

1. There are two types of Windows software,  the kind designed for phones and 
the kind designed for desktops. Some tablets run just the phone version (I 
assume that's the RT you mentioned) and some run both,  switching between them.

2. There is not currently a version of MLO designed to run on Windows Phone 
(rt?). There have been a number of requests,  no response so far.

3. The desktop version of MLO *should* work well on the desktop version of 
Windows.  *theoretically*. - I would want to see a demo before spending any 
money.

4. All of the above applies to Windows 8. MS has announced Windows 10 available 
next month. Windows 10 tablets should follow soon after. You might want to wait 
and see what emerges

5. Rumor has it that a future version of Windows will allow you to load android 
or apple apps to your phone.  Again,  loading is not the same thing as running 
well.
