Agree that this should be corrected. The normal, intuitive way of working on a touch screen is for swipe up and down to scroll. To select and move an item in the list, it should be necessary to touch and hold the item for 1/2 second, until you get some kind of visual feedback that you've selected and "picked it up" with your finger.
