The following workaround might work (will experiment): 

   - tag all recurring tasks (or subtasks) with text tag "unstar"; subtasks 
   inherit parent start date (even if they have dependencies)
   - build a weekly cleanup view
   - filter for text tag = "unstar" AND StartDateTime > today
   - clear star manually
