I feel your above requirements are mutually exclusive :-)

Inkjets are expensive when you look at the per page cost. Yes, the 
initial investment is less, but running costs are high. IIRC, ink 
cartridges/nozzles tend to get clogged when you don't use them for a 
long time. If the technology has changed, I stand corrected.

My advice, opt for a laser printer which starts at approx. 6k.
