I'm also on Arch Linux, same package versions, using a wacom tablet, and I
cannot reproduce the issue.
Are you using hal+evdev based or legacy style input? Could you try with the
default configuration for your tablet?
And can you verify that you are getting GDK_SOURCE_MOUSE for the tablet? Best
if you just paste the exact output.
Also, it would be nice if you put a link to the gimp bugreport here.
