Follow-up Comment #6, bug #14695 (project mypaint):
Yes. Or at least on those subwindows that can modify the current brush (this
includes the color changers). The infrastructure that is already in place for
keyboard handling should work for that.
Another solution might involve listening to "focus-in" events on the canvas,
but I think that would be trickier.
The first solution will also change the effect of GTK bugs that we have which
so far effected only the canvas (but that's something we should risk).
