The cursor has a minimum and a maximum size, maybe you were just hitting the
limits?
About the size of the brush stroke, this highly depends on the selected
brush. When zooming in/out the brush radius is not changed. However a few
brushes change their radius depending on the movement speed, and when you are
zoomed out the movement speed for the same wrist motion is much higher than it
was before zooming out, resulting in a larger radius.
Could this be the effect that you are noticing?
