Follow-up Comment #7:
I have just done some testing on my Windows Vista laptop. I could reproduce
the bug, and I can confirm that my one-line fix linked above fixes the
problem.
I did not see any '?' characters or the like, so I would prefer not to
implement this very complicated solution with the ctypes etc. unless someone
can really confirm that my one-line-fix doesn't work and convince me that
"print repr(sys.argv[1])" actually prints '?' characters on some systems.
Fix is backported to 0.9 branch and will be in 0.9.1.
