Details:

It's very confusing to have separate modes for Solo and Hide Layers Above,
particularly if you accidentally blip Home or End and then want to get back to
a normal mode. We currently have four states that layer visibility management
can be in:

* Normal mode: all layers visible
* Layer Solo: all layers but the current are visible
* Hide Layers Above Current: like it says on the tin, all above current are
hidden
* LS + HLAC, which looks just like LS mode :)

All further masked by the user's choice of currently visible layers in the
layers dialog. Dare I say this is too many possible states, and the last one
of the 4 above is very confusing to new users?

As mentioned in https://gna.org/bugs/?18305 , it might be good to do a bit of
merging here. Perhaps we could have a single "layer visibility" tristate
consisting of:

* Normal
* Layer Solo
* Hide Layers Above Current

and mask with the user's selection as we currently do, but with overlay icons
above the eye buttons in the layers dialog for modes other than Normal ("X",
"1" and "^" marks seem reasonable choices...)

I'd also like to reflect the tristate as a radio sub-menu in the Layers menu.
