Follow-up Comment #4, bug #18581 (project mypaint):
I reported it because it took me about 5 minutes to figure out why my top
layer gets deleted when I try to paint on it.
The steps I posted are simply the shortest way to get there.
So basically the use case (if any) would be 'avoid frustration' ;). Thanks
