Details:
MyPaint already saves layer visibility, why not layer locking too?
It's helpful when you have multiple layers, to just open the saved file and
have your layers exactly as they were when you saved them.
At the moment, you have to manually re-lock any layers you don't want to
accidentally mess up every time you load the file.
It could be as simple as adding a locked="true" variable to stack.xml.
