Please fill separate bugs for separate issues.
Sounds to me like your main problem is the lack of support for pressure
sensitive devices, which is a known problem with the Quartz version of GTK+.
You either have to use the X11 version, or wait (mitch from GIMP project said
he was planning to work on that).
Chances are that you will see a better event rate when this is done. Still, I
think 25 events per second is terribly low. My standard mouse reports 125
events per second on Linux, and 8ms between timestamps, without many
outliers.
My guess would be that events are first queued up somewhere, and then
timestamped, somewhere inside GTK+, where it is too late to get accurate
timestamps. I think GTK+ does combine multiple events into a single one when
they have the same timestamp (and if it doesn't, mypaint will).
